The short of it is, "put the parts in, starting with the shortest components -- axial caps, then resistors, then ICs, then the IC socket, then resistor packs, then switch packs, then the headers, then the LED, then the electrolytic cap." Everything's labeled on the silkscreen. Pin 1 is up for all ICs and resistor packs.
