This is PlayCenter 3. The install file that's missing here is IKernel.ex_. Unzip the download into a temp directory. Then, find a copy of IKERNEL on your computer. Put a copy of it in the same folder where you unzipped the download, and rename the file IKERNEL.EX_. The program will install fine then.
