TEL23ASC.ZIP contains the documentation for NCSA Telnet.  Chapter 7
describes configuration.  Appendix C is a reference to the commands in the
configuration file, CONFIG.TEL.

NOTE:  This documentation is dated 1991, while the programs themselves are
dated 1994.  Where documentation in TEL2308B.ZIP conflicts with the stuff
in here, go by the documentation that accompanies the programs.
